SEPA recently published their "Guidance for Works Affecting Watercourses - Protection and Enhancement for Bats".  I was given a copy by our Planners and eventually discovered that it had been compiled by the SEPA Aberdeen office with no consultation with Civil Engineers.  I contacted them and they say that it is intended as further advice under CAR and is not intended...
