Aims and Objectives

SCOTS,  the Society of Chief Officers of Transportation in Scotland, is affiliated to The County Surveyors Society (CSS).


The aim of  "SCOTS"  is to be in a position to give policy advice on a national basis and to act as a forum for professional advice and interchange of information on all policy matters affecting transportation in the widest sense; including roads, trafic management, road safety, lighting,  public transport and issues related to land use, development and the physical environment.


Each Scottish Local Authority can nominate two Full Members and one Substitute Member. Membership is open to Chief Officers, Deputes or equivalent level responsible for roads and transportation.


It's work is dealt with through an Executive Committee and two Standing Committees;

  • Executive Committee  - Oversees and co-oordinates the work of the Society as a whole.
  • Transport Policies and Resources Committee:- Considers policy issues relating to infrastructure,  funding, transportation and Performance.
  • Engineering Committee;- Considers matters of a more technical nature.

All 3 Committees have the power to set up working groups. These working groups comprise of representative practitioners, not necessarily members of SCOTS but who are expert in the field of influence being considered. Where appropriate each working group is chaired by a member of SCOTS.
